Whew, that is some OLD stuff bro......let's see if we can revive it.  What sort of machine are trying to load it on? Your new install should have a Station Administrator in the program group.  Exit the main program and launch Station Administrator.  You may have to point it to the database location when you open it. Under the Options menu, you should find the Database Moved command. Without remoting into the desktop to look at it, I cannot say more.
