In order to create bills in Ledes 1998B format you need to purchase the electronic billing add-on. Unfortunately this is only available for purchase if you are on a currently supported version. So, unless you already own the add-on you will have to upgrade and purchase the add-on. Sometimes the setup is a little tricky but once setup it runs nicely. If you go into setup - features enabled you will be able to tell if you already own the add on and just need to enable it.
