Sounds like a filter or the slips after 4/3 were already billed. Does the client have an invoice in proof or revision stage?  Are the slips after 4/3 marked hold?  Do they have envelopes (yellow or red) next to them in the slip list? You can try clearing all filters on the generate bills screen and then redoing your selection criteria.
