If they need to be included in reports they should be inactive not closed. By default inactive are excluded from most reports but you can usually override that and include them I suggest thinking of closed as "trash" - clients that you want completely removed from the system. Although they are not actually removed until you purge it is a good way to differentiate inactive and closed.
