I have generally found that to be an outlook profile issue. If you have multiple email accounts in outlook this will happen. The recommendation is to set another outlook profile with only one account. When you will email bills open that profile. If you only have one email account try creating a new email profile. Sometimes it is also a timeout issue. Timeslips having trouble communicating with outlook but that is less common.
