2 things: 1) When you are exchanging information between the desktop and eCenter are you opting to update rates? (I 'think' there is a check box for that, but could be wrong.) 2) Rates can pull from one of three sources: Timekeeper, Client or Activity. You changed the Timekeeper rate, but is the client set up to pull the rate from the Timekeeper? Rate rules are per client, so check the Client settings if it is not pulling from the correct location.
