Neither Timeslips nor Time Matters are cloud based solutions, although you could host them. The latest version of Time Matters supports Timeslips 2017, not 2018 at this time. Timeslips is owned by Sage. Time Matters is owned by Lexis Nexis. If you want to explore Cloud based options, you would need to speak with a consultant (such as myself) who focuses on legal solutions and who may know varied solutions. There are a lot of options, and it really depends on what features you need.
