You have to do a bit more than just change the client on the slip to the Dummy Client. You need to save that change and then go to the Client Information area and change the Dummy Client's Classification from Open to Closed and save that. The changing of the Classification is what should get the slip to turn off, because Timeslips Closes the slips for that client when the classification is changed and as part of that process, turns off the timers. After it has closed the slip, you can reopen the Client if you would like so that you have a Dummy Client at the ready should it happen again. To try to combat this issue, try and make sure that each timekeeper is logging into the system only once across the network. Look in the lower right corner of the program to see who the Logged in Timekeeper is on each machine.
