Frankly, I am surprised that you were not getting double commas in your earlier version. The default client address block on bills is called "Client Address-Standard" and automatically includes a comma between the city field and the state field. If the person typing your client addresses into Timeslips adds a comma at the end of the city name, that will account for your double comma. Labels, on the other hand, by default use the "Client Name and Address-US Postal" fields. The postal service considers that a "correct" address is written in all caps and includes no punctuation. If you are using different fields on your layouts, you may get different results than I have described, but this explanation may help you figure out what is going on.
