Okay, then what may be happening is that the window is open but is "off screen" in the sense that it got relocated off to the side. You can usually fix this one of two ways: 1) If you have a scroll bar along the bottom of the window, scroll over until you see the dialog, click on the title bar and drag it back onto the report window. 2) Go to Setup, Preferences, Interface group, Appearance, and click the button to "Restore all dialog settings to their defaults." This will reset all of your windows, should fix the report problem. Hope this helps.
