@AM0101 - Is the issue that Timeslips will not run on the local workstation now, or that you are getting the error in Timeslips Scheduled Backup Service at this point. If the latter, let's diagnose that before doing anything else. What is the status of the User Account Control settings in Windows 7 on this workstation. Click START, type 'UAC' in the search box and click the 'Change User Account Control Settings' option at the top of the window. Change it to Never Notify and OK and let's restart this computer. The error indicates that this machine does not want to give the SYSTEM user the authority to run the Windows process TSSchedBkpService.exe. It may be a UAC issue, an administrative user rights issue, or a network policy issue. It should NOT be disabling the functionality of Timeslips however. You can even go into the services console in Windows and stop the above process from automatically starting. The only drawback being that this machine won't be able to run an automatic 'scheduled backup' of Timeslips. Manual backups can be run by the user, of course.
