Try swapping the order of the Client field and the Task field on the slips. You can change this in Setup / Preferences / Slips / Slip Entry. Change Client/Task to Task/Client. I have seen instances where the slip populates correctly with No Charge but then switches back to Billable when it "sees" the task entry for some reason. This setting should prevent the change.
