I agree with Caren. Open the client form, go to the arrangement tab and actually complete the flat fee. Depending on your version, the process might be slightly different to do this.

So it sounds like you are doing this by Job, according to the what you are describing above. Have the timekeepers entered at least one slip to record some actual time they worked? This is important.
